Is he aware that the decades of solar radiation on the moon has bleached the flag the Apollo astronauts left?

It's white. Indistinguishable from a flag of surrender.

Not to mention, the US is a signatory of the Outer Space Treaty, recognizing space as neutral ground and subject to the same legal precedent as maritime law governing international waters.

American treaties have a long history of being ignored. Treatment of the native peoples, for example.

I would assume the cloth on the flag has broken down by now. It's been getting blasted by unfiltered solar radiation for almost 60 years. I'm not sure what it was made of, but I wouldn't expect thin cotton or polyester lasting in that environment for 60 years.
